Socio-technical Design of Multi-national Power Markets

The main objective of this project is to design the scientific foundation for a framework for efficient, market-based balancing of power systems that can be implemented in multinational ('regional' in the wording of the European Commission) power markets. The technical aspects of this research, consisting of cost minimization and social value optimization by coordinating the dispatch of all available system resources, will be handled by SINTEF/NITNU. However, a technical design alone will be insufficient for materializing all economic benefits, since market integration should be implemented on several technical levels, each with its own sphere of interest groups and decision makers. Therefore, it will be complemented by an analysis of the decision process, (national) regulation and international cooperation between the involved actors.
